First, here's what NOT to do...don't throw the dictionary against the wall and see what sticks. You'll be disappointed.
Some SEO experts say to target one keyword per page. That theory works if you've built your website around the idea of one theme equals one page.
Ideally, one-to-three keywords seems to work, but it all depends on your web page content. Consider a web page with two paragraphs of text. Can it really support three targeted keywords?
Also, don't write your content specifically to stuff keywords and "dumb down" your audience. If you do, your text might look something like this:
"Are you looking for chocolate chip cookies, peanut butter cookies and sugar cookies? Well, you found them because we have the best chocolate chip cookies, peanut butter cookies and sugar cookies in Cincinnati."
Obviously, you're keyword stuffing and, obviously, your potential customer knows it.
